Proroguies for Harper

I'm guessing that Harper will ask the GG to prorogue Parliament until the middle of January which she will consent. With Harper wanting to bring in the budget at the end of January, he can state that if the opposition MPs vote non-confidence in the Conservative government the implementation of budget will be delayed. If the economy is so urgent, why would the opposition members try to delay the Conservative budget just so they can put their own budget through at a later date?

Any thoughts?

I heard on the CBC this afternoon that Harper would have to get the permission of all the parties in the House before he could prorogue (or however it is spelled) it.

He would need the consent of all parties to adjourn, and effectively amend the Parliamentary Calendar. He would need to ask the Governor General to prorogue Parliament and she could very well say, I already made one speech (from the Throne), deal with it before asking me to make another.

Prorogation would mean the Economic Statement would die on the Order Paper and there would be a new Speech From the throne to open a new Session of Parliament.

Thanks to both of you, Cls and Rww for your clarifications.
